Local Services Ads are not Google Ads, and the difference matters
Open Google Ads, look at the campaign type list, and Local Services Ads is not in it. It is a separate product with its own platform, its own login, its own billing and its own ranking system. That is not a technicality. It changes what you can control.
There are no keywords. You choose job types and a service area, and Google decides which searches you match. There are no clicks to pay for either — you pay per lead, meaning a call or a message Google judges to be a genuine enquiry. And entry is not open. Every other paid channel will take your money on day one. This one makes you pass a verification process before a single impression is served, which is the entire reason the badge carries any weight with a searcher.
Which badge you get depends on your category. Google Guaranteed goes to home service trades and carries a customer-facing backstop: if a customer is dissatisfied with work booked through the ad, Google may reimburse them up to the invoice amount, subject to a lifetime cap it publishes and can revise. Read that carefully — it protects the customer, not you, and it is a trust signal rather than a warranty on your workmanship. Google Screened goes to professional services such as law, financial planning and real estate: same vetting, same placement, no reimbursement scheme.
The unit sits above the search ads. If you run paid search in Tampa Bay and your ad appears to have been demoted, that is usually what happened to it.
The Florida approval gate: DBPR licence classes, insurance minimums and background checks
Three documents decide this, and each has a Florida-specific way of failing.
The licence. Most construction trades are licensed through the DBPR, electrical and alarm contractors through the Electrical Contractors’ Licensing Board, and pest control through the Department of Agriculture and Consumer Services rather than DBPR at all — which is where a surprising number of applications stall before they properly begin.
The real trap is certified versus registered. A certified licence is valid statewide. A registered licence is valid only in the jurisdiction that issued it. Local Services Ads lets you draw a service area across the whole bay in about four seconds, and nothing in that interface knows that a licence registered in Hillsborough does not travel to Pinellas. Class matters too. A Class B air conditioning contractor is limited by tonnage and heating capacity, so ticking job types that exceed the class produces a rejection that feels arbitrary and is not.
The insurance. Google publishes a general liability minimum for each category. Florida’s own financial responsibility requirements for licensure sit below those figures in most trades, so it is entirely possible to be fully compliant with the state and still short of Google’s threshold. The certificate must be current through the review, must show general liability specifically — a workers’ compensation certificate on its own does nothing here — and must name the same legal entity as the licence.
The background check. A third party runs it against the business and the owner. This is where Tampa Bay applicants fail most often, and almost never on anything to do with a record. It is a middle name that appears on the licence and not on the driver’s licence. It is “Suite 4” on one document and “#4” on another. It is an entity showing inactive on Sunbiz because an annual report went in late two years ago and nobody noticed.
Before you apply, put four things side by side — the licence record, the certificate of insurance, the Sunbiz filing and your Google Business Profile — and make the legal name and address identical on every one of them. That hour of admin resolves most of what otherwise becomes a three-week appeal.

What is not covered is just as important. Dental and medical practices, auto repair, restaurants, retail and the great majority of B2B services have no category to apply under, regardless of how well they would pass verification. Google adds and removes categories by market, so confirm in the signup flow rather than trusting any list — including this one.
Two Florida wrinkles are worth planning around. Pest control operators need the agriculture department licence, not a DBPR one, and applications submitted with the wrong agency’s record simply fail. And roofing categories make no distinction between insurance restoration and retail replacement, so storm-driven lead mix is something you manage through job type selection and disputes rather than something the platform sorts for you.
Most importantly, commercial work usually falls outside the available job types. If half your revenue is commercial, Local Services Ads can only ever serve the other half, and that shapes the budget split further down.
How Google ranks LSA listings: proximity, review velocity, and response time
This is the part that catches experienced paid search managers out. Your bid influences how much volume you receive; it does not buy position the way Ad Rank does. The inputs Google names are proximity to the searcher, review score and count, responsiveness to leads, your business hours, complaint history and verification status.
Responsiveness is the one that quietly decides accounts. Unanswered calls count against you, and depending on how the lead is recorded a missed call where the customer leaves a message can still be billable — so check your billing detail against your call log rather than assuming a missed call is a free one. You are paying twice for poor phone handling: once in charges, once in rank.
Hours compound this. Setting the profile to twenty-four hours because emergency work pays well, while nobody actually answers after nine, produces exactly the outcome you would expect. Set hours you genuinely staff, then extend them when you can cover them.
Review velocity behaves the way it does in the local pack — recency does more work than lifetime volume, which is the same mechanic that governs how contractors rank in the map pack. A steady weekly trickle of reviews outperforms a large historic total that has gone quiet.
What a lead actually costs in Tampa versus St. Petersburg
Google prices leads by category and market, not by business, and Tampa and St. Petersburg sit inside the same pricing market. The headline rate is effectively the same on either side of the bay. What differs is what the lead is worth once it lands.
Across Tampa Bay home service categories, expect somewhere between the mid-twenties and roughly ninety dollars per lead, with restoration, roofing and specialist trades at the top of that band. Google Screened categories run considerably higher, and legal varies enormously by practice area. Take those as approximations that move with demand — the signup flow gives a live estimate for your own category and postcode, and that is the figure to plan against.
The number that actually governs the channel is cost per booked job. If a $60 lead books at 45%, you have acquired a customer for about $133. If it books at 20%, the same lead costs you $300. That spread is larger than any difference between markets, and it is determined by who answers the phone, not by Google.
Geography inside the metro deserves attention too. A service area drawn from a St. Petersburg address reaching across the bay competes against firms with Tampa addresses on proximity, while your crews absorb the drive time. Tightening the radius often improves profit even as it reduces lead count.
Disputing bad leads and protecting your cost per acquisition
Disputes are the difference between this channel working and not, and they are the task most accounts neglect.
Legitimate grounds are narrow and specific: spam, a job type you do not offer, an address outside your service area, a duplicate of a lead you already paid for, or somebody who plainly did not intend to contact a business like yours. Not legitimate: the customer chose a competitor, thought your price was high, or never booked. Google is not underwriting your close rate.
The dispute window is short, so make this a weekly job rather than a monthly one, and record the reason at the time the call happens — reconstructing it three weeks later rarely succeeds. In a well-configured home services account, credits usually land somewhere in the five to fifteen percent range. If you are disputing more than one lead in five, the problem is upstream: your job types are too broad, or your service area extends past where you actually want to work.
Running LSA alongside search campaigns without cannibalising yourself
You can run both, and both can appear on the same page. The failure mode is funding them as a rigid split against the same demand.
Local Services Ads tends to absorb the highest-intent emergency queries because it sits above everything else. A search campaign bidding on the same generic terms is often paying for second position on a query you already hold. Point it instead at what the product cannot reach: commercial work, job types outside the category list, high-ticket considered purchases with a long research phase, brand defence, and remarketing to people who researched and left.
The measurement discipline matters more than the split. Track total spend per booked job across both channels together. How LSA and your map pack ranking reinforce each other
The badge is not an organic ranking factor. Buying leads does not move your position in the local pack, and anyone suggesting otherwise is selling something.
The reinforcement is real but it runs through shared inputs. Both placements draw on the same Google Business Profile, the same service area, the same hours and the same review behaviour. Google has been connecting Local Services Ads profiles to Business Profiles so that Google reviews surface inside the ad unit, which means a single review programme now feeds two placements. The operational habits that lift one — answering fast, honest hours, steady recent reviews — lift the other at no additional cost.
That is the sequencing argument for most Tampa Bay service businesses. Verification gets you above the fold in weeks, while local SEO builds the position that keeps producing when you stop paying per lead. Neither one substitutes for the other.
