Walking distance is the governing filter on consumer behaviour in the five boroughs, so a resident of Park Slope looking for a service is searching Park Slope, or a cross-street, or at most Brooklyn — and they are not considering a business in Midtown regardless of how well it ranks. Optimising for "New York" therefore means competing against the most expensive and most contested keyword set in the country for a query your actual customers do not type. It is also the query national agencies with substantial budgets have already locked up. The businesses that succeed here compete at neighbourhood level, where the competitive field shrinks from hundreds to a handful and the searcher is genuinely addressable. The main exception is a business selling nationally from a New York base, where local search is irrelevant anyway and the whole question dissolves.

For most businesses that can serve it, yes, and it is the clearest arbitrage we see in any of our markets. Buffalo, Rochester, Syracuse and Albany are four substantial metros holding millions of people between them, with established manufacturing, healthcare, education and professional services bases — and agency competition noticeably thinner than in markets a fraction of their size. The reason is straightforward: national agencies build for New York City because that is where the volume and the fees are, and local independents are comparatively few, so the market is covered by whoever happens to be nearby. The result is that city-level head terms which would be unwinnable downstate are genuinely contestable upstate, content depth requirements are lower, and paid costs frequently run under a quarter of the city equivalent for the same intent. For a business with any geographic flexibility, that arithmetic is difficult to argue with.
Considerably more than most businesses expect, and in several categories the honest answer is that it does not work at all below a substantial commitment. NYC legal, financial services and elective medical auctions are among the most expensive in the world, with clicks priced such that a modest monthly budget buys too few of them to generate the conversion volume automated bidding needs to optimise — so you pay premium rates and never reach the threshold where the platform can learn. Two responses are legitimate. Narrow drastically, to a specific neighbourhood and a specific service, which reduces both competition and cost per click enough to make a small budget viable. Or conclude that paid search is not your first channel and put the money into organic and local visibility instead.
